i'm sorry to say that muni has not been fulfilling that voter mandate and we as a city -- this is not about point fingers at muni vehicles and often have no backup vehicles when they break down. when broken down we've been slow to fix them, fix them inadequately and sometimes don't bother to fix them at all and they sit for years and years, unused. we've significantly reduced our rehabilitation of vehicles, including overhaul critical to the vehicle. switches and infrastructure are aging÷2jp? and fail. and we don't have nearly enough drivers. these deficiencies have dramatic consequences for the system and its reliability fr for the riding public. in august muni had a 52.7% on time performance. in the second half of october, muni missed 602 runs due to lack of operators on advantage 43 runs a day and 5% total runs. on no single day did muni reach 98.7% of scheduled runs open muni completed 90%. riders see this every day when there are gaps in service, when they're forced to get off a vehicle when there is no replacement for a driver who is finishing his or her shift or when they have

how do we -- the city, maintain a committee of able and committed members? as it stands the committee is all volunteer. the workload as of now are far too labor intensive to be sustained by a volunteer board. so as you just suggested perhaps staggering terms would be an excellent idea. but this is just one issue. the officers have collectively identified a number of issues and large-scale questions, but i believe we're at a point that some changes need to be made. first the committee need goes through some major changes such as do the standards of care continue to make sense at this time? they did at one time. but it might not make sense anymore and how can we as a committee without teeth enforce standards of care? how can we expect shelters to meet standards of care when they are unfunded? and what is a just penalty for non-compliance? certainly it doesn't make sense to fine somebody for not having enough money. so my purpose again is not to [pr-erpbt/] present frustration, but suggest a change and the committee will need the support of this committee going

so hopefully that's clear to our city attorney. supervisor olague. >> supervisor olague: basically, i think what's important is that the reporting and the analysis capture 120 to 150. originally, the reporting was only going to go up to 120 because that is kind of the standard -- the bar that's set i then, you know, there was an amendment proposed to increase it to 150, which i don't think there was any disputing that any debate. i think yeah, we agreed, it should be included in there. but there still seemed to be some -- i don't know if disagreement is the right word. there seems to be some semantics going on here around, you know, is it upper moderate income housing, which is what my understanding was, that mayor's office on housing tends to refer and then you have planning that sort of has a different way of -- a different language that they use. rather than getting caught up in that semantics debate i just ja4ted to make sure that the intent of the amendment was captured which is to include 120 to 150, which wasn't originally t
